Jennifer Treadway was instrumental in revising regulations and passing legislation to allow group self-insurance funds to offer Longshore and Harbor Workers Compensation coverage under the USL&H program, and to allow more small businesses to benefit from group self-insurance funds.

Jennifer Treadway served as a consultant for the revision of Group Self Insurance Fund laws and the self-insurance industry regulations in the mid ninety's. She also obtained USL&H licenses for several Group SIFs and was lead counsel for several Group SIFs on appeals of Insurance Department compliance audits. Most notably, Ms. Treadway, along with the assistance from her partner, Clark Gaudin, tackled the highly controversial Grosse Tete tiger Bill SB 250, fighting for the rights of the small business owners from overreaching redundant regulations.
